NOTICE:  The Cedar Park City Council will be considering removing the Ranch at Cypress Creek M.U.D. #1 from the City's three-year annexation plan at their meeting on Thursday, April 22, 2010 at 6:30 p.m. at the Cedar Park Public Library, 550 Discovery Blvd.

The Ranch at Cypress Creek M.U.D. No. 1 has been placed on the City's 3-year annexation plan. Listed below are some frequently asked questions.

Annexation is the process by which a city adds land to its jurisdiction. The City then extends its services, laws, and voting privileges to meet the needs of residents living in the annexed area.

2. Are there different types of annexation?

Yes. State law provides for two types of annexations: those initiated by a city government and those initiated by a petition from those who wish to be annexed.

3. Why is the City of Cedar Park considering annexing the Ranch at Cypress Creek M.U.D. #1?

In this annexation, the City focused on areas where City services were either already within or in close proximity to affected areas. Some of the services given special attention in this review were water and wastewater, fire, police, solid waste, parks and streets.

The Ranch at Cypress Creek M.U.D. #1 was placed on the City's 3-year annexation plan because of its in-town location and based on the numerous requests received by the City from M.U.D. residents for annexation.

4. What benefits do I get from being annexed?

There are many benefits of annexation, including:
  • Cedar Park Police protection services 
  • Street maintenance program for public streets 
  • The opportunity to fully participate in the Cedar Park community, including voting in City elections
  • If you are over the age of 65, you can qualify for a property tax freeze from the City of Cedar Park taxes 

5. What services will be effected by annexation?

After annexation, the City will be responsible for all city services that are currently provided to other city residents.  These services include:

Currently the Cedar Park Police Department does not respond to calls for service or patrol the Ranch at Cypress Creek M.U.D. #1.  If the M.U.D. is annexed, the Cedar Park Police Department will be the first responder.  The City of Cedar Park Police Department patrols on a continuous basis 24 hours a day, 7 days a week, 365 days a year.  The Ranch at Cypress Creek M.U.D. #1 would fall within a newly designed Patrol District (which may also include a slightly larger area), and that Patrol District would continually be patrolled except when that Patrol District Officer is committed to a call for service outside his or her Patrol District.  In addition, there will be traffic officers who conduct periodic traffic enforcement in the Ranch at Cypress Creek M.U.D. #1.
After annexation is complete, the streets within the District would be placed on the City's street rehabilitation program.  This would allow for streets within the District to be evaluated annually and scheduled for repair, overlay or stripping as needed.
The City will become responsible for maintaining the landscaped areas.  The level of landscaping will be determined during the development of the service plan which will take place following the City Council's approval of the three year annexation plan.

No.  Cities are prohibited from enforcing deed restrictions.  However, the City of Cedar Park does provide code enforcement to help promote and maintain health, safety and property values.

10. When will the annexation go into effect?

The City Council of Cedar Park placed the Ranch at Cypress Creek MUD #1 on the 3-year annexation plan on March 13, 2008.  The annexation will go into effect no earlier than March 13, 2011 and no later than April 13, 2011.

11. What are the land boundaries for this annexation?

No.  The annexation will have no effect on your Homeowners Association.  In fact, there are several active Homeowners Associations currently operating within the city limits.

13. What are the financial implications of being annexed?

Annexation-related costs and savings will vary among property owners, but the following information will apply.
  • The property taxes for the Ranch at Cypress Creek M.U.D. #1, which are currently $.6102 cents per $100 of property valuation, will go away and be replaced by the City's property tax.
  • The current City tax rate is $.489001 cents per $100 of property valuation.
  • Residents will no longer be charged a monthly fire protection fee, since it is included in the City's tax rate.
  • Bills for trash collection service will come from the City's Utility Billing Department and would be included in the water/wastewater bill.
